If he's wanting to join your lodge then you want to know everything about the man yes? Especially if he might represent your lodge and fraternity within your community? I'd say that it's absolutely appropriate.

I had a similar experience when I was in the South, except the lodge just closed and the man got right in my face about it.
He was our SD at the time. When we closed the lodge he slammed the Bible so hard on the way to me that we had to replace it with a new one.
Unless I'm mistaken, all regular Grand Lodges consider all co-masonic organizations to be clandestine.

I mean on a Federal level. The fact that it's already defined by several jurisdictions is a good thing though because that's the level it should be handled at.
I realize that doesn't impact clandestine lodges/practices however, common sense needs to step in at that point.
Who gets to define what hazing is? If you paint it with a broad brush then this could cause problems, especially if a lodge makes the mistake of bringing someone overly sensitive into the craft.
