Truthfully, it doesn't take an inordinate amount of time to learn the catechisms. If a man doesn't have the time it takes learn his catechisms he probably is too busy ever be active in the lodge anyway.

In my jurisdiction (Fl) the second section of the FC degree, in its entirety, is the lecture(with some dialogue with the W's and with the WM) so there is no problem with 2 going through it together.

Open House may be alright...but passing out petitions?? If asked for, sure, but passing out, I don't think so.
A Lodge I was a member of used to include a petition when a thank you letter was sent to a contributor. One of several reasons I changed Lodges.
My information may be wrong but as I understand it; F, H and Charity came about after the Morgan incident when Gl's were starting to cater to public opinion.
Prior to that it was Liberty, Equality and Fraternity.
If this is true, it seems as though it can be changed as the situation warrants...
