National governing bodies and their HQs

I know that the orients and encampents and what ever else have to follow the bylaws and what not of the GL whos jurisdiction the are in....what about the national bodies...do they have to adhere to the rules the jurosdiction that their HQ are in?

This is part of why the Shrine has a very long track record of butting heads with various GLs. We are national and we try to maintain a hybrid of national independence and local jurisdictional loyalty.
