Good questions. This is what is called a courtesy degree, and is covered under article 478. "A Lodge in this jurisdiction may request another Lodge in this jurisdiction to confer a degree or degrees by courtesy." This was done in their Lodge, therefore their charter was used.
A couple of us from The Colony #1451 traveled down to Sonora, TX this weekend to see one of our brothers raised on his family's ranch. The degree was conferred by the brother's father, who is Worshipful Master of Dee Ora Lodge #715.
