Not so. Many mainstream American Lodges got their original charters from the Grand Lodge of Scotland (the Lodge in Fredericksburg VA where Washington was raised is one) or the Grand Lodge of Ireland. Regularity is accepted if Lodges can directly trace their lineage to any of those three.
If you walk into a Lodge with enough Masons, you WILL find some wearing them compass points in, some compass points out. Good luck getting everyone to agree, and it's something simply not worth arguing over. I wear mine points out. The correct way to wear it is with dignity and pride.

As for whether it's "outside the authority of Grand Lodge to decide" because it happens before or after Lodge is at labor, I submit that in many many states Grand Lodge prohibits the use of alcohol anywhere in the Temple, before, during, or after labor. So clearly they can control such behavior...

I don't think it could work in today's legal environment. If you give ANY preference to Masons, you'd immediately be sued for sex and religious discrimination. If you made it available to anyone who sought your services, then what's the point? There are already employment agencies out there.

Our current sitting Deputy Grand Master, who will (tradition prevailing, blah blah blah) be installed as Grand Master next Saturday, is also a member of a Prince Hall Lodge.
Personally, I'm glad that Minnesota allows a great deal of latitude in Master Mason and Past Master aprons. About the only rules are that purple and gold are reserved for Grand Lodge, and that the Past Master emblem is the square, compasses, quadrant, and blazing sun.
