RWANDA - No Regular GL

I was asked by a person living in Rwanda about joining there. I went to the UGLE look up and found the following:

Dear Sir,

Thank you for your enquiry and your interest in Freemasonry.
The United Grand Lodge of England is not aware of any regular Freemasonry in Rwanda.
We are sorry therefore, that we cannot assist you further.

For and on behalf of the United Grand Lodge of England.

I took this to mean:

No matter what GRAND LODGE that you might be offered associated with Rwanda,
it ISN'T any FREEMASONRY that is recognized elsewhere else and hence FAKE.

HENCE: DO NOT FALL FOR ANY RWANDA FREEMASONIC OFFER - IT IS A SCAM.

Yet, I am seeing a few RWANDA GRAND LODGE offers for exactly that. I looked on this forum, which I find to be an excellent resource for such questions, and, much to my surprise, found NOTHING!!!!!

HOW ABOUT A REALITY CHECK!

Is there a RWANDA GRAND LODGE that is RECOGNIZED/LEGITIMATE?
How about a recognized lodge operating within Rwanda?

I am unaware of any regular or irregular grand lodge in Rwanda. There are regular GLs in Congo and Tanzania.

We need a new program that operates like Lubavitch Chabad missionaries where a handful of Masons move to an area where there is no regular Freemasonry and they set up a Lodge. :)
