Brother JB, depending on the jurisdiction, PHA and mainstream Grand Lodges have recognition and one can visit the other and dwell together in unity. I know for sure that Washington State, Massachusetts, and California Grand Lodges recognize each other. I was raised in Washington State and visited one of our PHA Lodges to witness a first degree.
On your other question, it is very possible to travel from West to East while on active duty. I'm an active Staff Sergeant in the Marine Corps. I was stationed in Washington when I first approached the western gate of my mother Lodge. Since I've moved to California I have established dual membership with a Lodge here add well as become a very active member of the California York Rite. I've even been invited to York Rite College. I still maintain my membership in my mother Lodge as well.
