Masonic Order of Athelstan, Emblems

In the Masonic Order of Athelstan we have 2 Emblem Boards, one in front of the Senior Warden and the other in front of the Junior Warden.
All 7 emblems on the SW's board are explained during the Ceremony of Instruction but only 8 of the 10 emblems on the JW's board.
One of them is the All Seeing Eye and it's significance should be known to all Masons. The other is a set of 3 stone steps and I have been unable to find any reference to their significance. I have had it suggested that they may have some significance in the Scottish Rite or York Rite but, as I am not a member of these, I have been unable to follow this up.
If anyone has any information about these steps I would appreciate further information as I am researching a paper about the Emblem Boards.
