The secretary of the bodies in your valley can order a copy for you. He might have one in his office ready for purchase. That's for a paper copy. Not sure how to get an on-line copy.

I contacted the Valley but all they sent were my Valley's Bylaws. I may have to contact the Supreme Council.

In Canada the 'Statutes and Regulations' are available for download in pdf format on our Supreme Council web site. Perhaps there is something similar in the two US jurisdictions.
