About philantropy on mental health and diseases

Dear Sirs,
I'm not yet a member of the craft, but I'm studying it for some years; I'm already asking some questions in the proper forum for starters.
I'm from Italy and even if the Shrine doesn't exists here, I know about your society and your amazing philantropy efforts, particularly in hospitals for children.

Do the Shrine have hospitals/professionals/groups that could help in taking care of relatives with special needs?
I'm planning to come to USA in the next years (maybe Los Angeles area, because I'm an IT admin and a Social media manager) with my brother, but he has Down Syndrome, so one of my principal concerns is to understand how I will take care of him.

Thank you very much for any suggestion.
